Procedures for a Mobile Home on Private Land
MOBILE HOME ON PRIVATE LAND
Before a mobile home can be placed on private property, a building permit must be obtained. The procedures are as follows:
- First the 911 Coordinator for Ouachita Parish must be contacted to get an address at 387-2593
- The building permit office must be contacted before the mobile home is placed on the property to find out if the property is located in a flood zone. If the property is determined to be in a flood zone, the building permit official will establish a base flood elevation(BFE). The mobile home and any machinery servicing the structure, such as an air conditioner, needs to be at least six (6) inches above the BFE. An elevation certificate completed by a licensed surveyor will need to be obtained to make sure that the mobile home is accurately elevated. Before the mobile home is placed on the property, the surveyor should be contacted to determine how high the mobile home has to be off the ground. Once the mobile home is placed on the property, the surveyor must be contacted to come back to the property and measure the elevation of the mobile home and the air conditioner. The surveyor will fill out the elevation certificate certifying the elevations of the ground, as well as the mobile home and the air conditioner. The elevation must be filled out based on finished construction in order for it be accepted by the permit office.
- Then the sewer company that will provide service to the mobile home must be contacted. If a private sewer system needs to be installed, the West Monroe Health Unit must be contacted at 362-5539 for a temporary sewer permit. A sanitarian will make a site visit to the property to make a determination as to what type of system is best suited for the property. The sewer system must be installed and approved by the West Monroe Health Unit before a building permit can be issued. If there is an existing private sewer system, then a sanitarian will make a site visit to verify that there is adequate sewer for the new house. There is no charge for the sanitarian's inspection.
- Documentation containing the serial number of the mobile home must be submitted to the permit office.. Some examples of this documentation are registration papers, the title, bill of sale, insurance papers, purchase agreement, etc.
- Once all of this documentation is obtained, a building permit can be issued. The building permit will be faxed to ENTERGY. The applicant must call ENTERGY at 1-800-368-3749 to request electrical service.
